Kickoff Meeting Results
The kickoff meeting brought over 60 citizens and business owners to what was the beginning of a The 42 Gateway project. After a presentation by Troy Russ on this project and a transportation planning overview, attendees were given the opportunity to answer some broad and open-ended questions about this project and the Louisville community.

Here are the results by topic:
Highway 42 – What is more important, accommodating regional traffic and higher travel speeds or balancing traffic flow with competing placemaking and people oriented design which require slower traffic speeds? Why?
- Lower speeds on Hwy. 42.
- Bike paths or zones.
- Sidewalk or trail on Hwy. 42.
- Hwy.42 seems to serve as a bypass now, allowing those “just passing through to avoid the pedestrian areas. Unless there is a major road to replace Hwy. 42 (nearby), this still seems like its most useful function, without it, would there be more auto traffic on Main?
- Hwy. 42 south of South Boulder Road should not become US 287 between Arapahoe and South Boulder Road.
- A Louisville By-pass is not good for Louisville.
- If you slow people down as they pass thru Louisville, they are more inclined to stop and buy something.
- 45 MPH prevails on existing Hwy. 42 thru Louisville and Lafayette. For the foreseeable future that should be adequate, but right of way should include provision of easement for 4 lanes.
- Balancing traffic flow with competing place making and people oriented design. Louisville is a great City. Let’s keep fast moving cars out of equation.
- Through traffic can choose 287 or 36.
Highway 42 – The corridor, its context, and function changes as you travel from north to south…What are the key functions or goals that the 42 corridor needs to serve and how are they different throughout the corridor?
- Hwy. 42 is very ugly between South Boulder and Pine St., but there has to be something in between a 6 lane highway and another Main St. I think it could be a 3 lane and still have smaller businesses and even mixed use around it. Also need to consider what Hwy. 42 looks like just north of S. Boulder and just south of Louisville. Could Louisville become a 42 bottleneck?
- Access to downtown Louisville.
- Needs to serve future functions – vision –.
- Speed people up north of south boulder road and south of pine (no retail, less people). slow them down in between (future retail and higher density).
- No matter how this area develops, there will be a much greater population density. Unless a vehicle underpass is included lack of emergency vehicle service east of the tracks will be a problem.

Rail Road Underpass – General thoughts on design considerations?
- I think South Street is too far north of existing Main Street and Front Street businesses to be of much use.
- Pleasant (safe) place to walk with art/garden/or other.
- Plenty of space so it is not dark or dirty.
- Plan for bicycles as well as people walking.
- Slow traffic should be a connection between downtown and regional trails (i.e. coal creek trail)
- I like the idea, but it might be hard to justify the cost. The underpass under Broadway in boulder gets lots of foot traffic, but that’s a college campus – how much foot traffic could Louisville reasonably expect, before light rail comes and after?
Project Wide – Are we missing any groups or people in this process?
- Who will walk on this road – where going, and what businesses will move in?
- Ask citizens where they would be walking.
- Focus on making South Boulder Road and Hwy. 42 intersection feel safe. It’s a barrier that bikes and peds will not tackle.
- We as a society are getting older – plan on senior housing and senior amenities
Project Wide – How best can we attract more people or make the outreach better

Broken-down by question here are the results:
Hwy. 42 Design
- Hwy 42 design should give Louisville an identity.
- Wider road would take away from the pedestrian experience – do not want to cross if the roadway is wider.
- “Completion of Cannon Circle from Hwy. 42 to S. Boulder Road will help my business” Union Jack Business owner
- Signal at Griffith and Hwy. 42 desired.
- Harper and Hwy. 42 intersection – strange turn lane – southbound drivers often drive straight through turn pocket (especially if due to make a turn on Griffith St.)
- Keep car speeds on the low side – favor multi-trans uses (pedestrians, bikes, strollers).
- Visual is important – put in street trees next to miners field but make sure not to block views of open space to east.
- Utilities should be underground.
- South St. and Hwy. 42 intersection – speed plays a big part of crossing type – reduce speed by narrowing right of way width.
- There is a race effect at the S. Boulder and Hwy 42 intersection due to the southbound lane drop on Hwy. 42 – two lanes to one (see crash history).
- Pine and Hwy. 42 intersection – roundabout?
- Faster speeds south of Pine and Hwy 42.
- We prefer 2 lane and turn lane design – want access to businesses from all directions – low speeds!
- Need to retain left turns in and out of Hwy. 42 from Empire Rd.
- Water and ice collect at South St. and Hwy. 42 intersection.
- Consider closing access (except to emergency vehicles) at spruce and Hwy. 42.
- Hwy. 42 and Pine St. – Grand, a sense of place, and an entry to Louisville

South Street Gateway
- The area on the east side of the gateway should be well lit.
- There should be car access through the gateway.
- There should be another gateway across Short Street (west to east across tracks).
- Don’t forsake Front St. in an effort to prioritize Main St. signage and street closures
- Keep Front st. open!
- Stage construction on development side to reduce closure of Front St. and South St.
- Emergency vehicles use underpass due to freight train.
Pedestrian/Bicycle Access
- Sidewalk should be pedestrian oriented, and bikes should be in the street.
- Multi use path should continue from Hwy. 42 east on South boulder Road to Plaza drive to make it safer to cross into big shopping area (King Soopers).
- Currently there are pedestrians that use Hwy. 42.
- Hwy. 42 and South Boulder Road are foreboding and dangerous – form a barrier to getting to grocery store –King Soopers.
- Put crusher fines on the east side of Hwy. 42, hard surface on the west. Connection between the ball fields and urban renewal area is needed.
- Pedestrians are currently crossing Hwy. 42 between sausage factory north of Lafayette street and the ball fields.
- Put a multi use path on the open space (east side of Hwy. 42) edge.
- Preferred crossing of Hwy 42 is at Short St. over to the ball fields.
- Pedestrian crossing at South St. is desirable.
- Trail connection/bike path needed across S. Boulder road by Christopher village.
- S. boulder road intersection is not pedestrian friendly.
- Retail on the southwest corner of S. Boulder Rd. and Hwy. 42 is not accessible to pedestrians from the ball fields.
- Given that there are pedestrian activities such as ball parks on the west side of hwy 42, why is this area of 42 not pedestrian friendly?
- We worry about children crossing from play fields and want them protected – low speeds!
- Hwy. 42 and Short St. crossing – is there any way to implement a temporary solution prior to gateway completion?
- Hwy. 42 and South St. intersection – would be nice to have a pedestrian separated crossing.
- More pedestrian access to Lucky Pie – either under or over Pine st.
- Want bike use along Hwy. 42 – bike lane or wide sidewalk for multi-use.
- Bike lanes should be in the street.
- Bike lane along railroad tracks traveling between South St. and South Boulder road – connecting to coal creek – design it as an expressway (important).
- The design of the redevelopment area dictates how the pedestrian experiences Hwy. 42.
- Hwy. 42 North of South Boulder Road has no sidewalks and very high speeds.
Traffic
- The Development around Steel Ranch is going to put a lot of traffic on Hwy. 42 North Bound.
- Can the thru trips associated with the development out north (steel ranch, north end) be moved elsewhere (other than Hwy. 42)?
- The area around Christopher Village needs more enforcement (speeds).
- Observation of a property owner on Hwy. 42 -“peak traffic is from 6:30 – 8:30 AM and 4:30 to 6:30 PM”.
- Slower speeds on Hwy. 42 by the ball fields – 30’s recommended.
- Jefferson Pkwy. completion will increase traffic.
- Business owner “accommodating traffic is not as important as other modes and access”.
General
- Institute quiet zones for the trains!
- Parking on Front Street (west of tracks) is critical to downtown businesses.
- New homes in north end and steel ranch – keep their tax (retail spending) money in Louisville.
- Kiss and ride on west side of tracks – downtown traffic positive or negative?
- Help get access to 533 East St. – very narrow (10 feet) to property.
- Consider impacts to the neighborhood to the South of Pine St.
